摘　　要：通过听取禄丰县医改工作进展报告,对禄丰县卫生行政管理人员、医院院长、新农合资金管理者等进行访谈、调查,目前禄丰县医改中存在的突出问题包括:医疗诊疗价格不合理,公立医院管理方式改革仍未取得大的突破,公立医院经营自主权有限,新农合筹资水平较低,基层卫生服务能力弱化等。为进一步推动医改工作,需要完善公立医院管理机制,探索更加合理的医疗服务价格管制方式和有效的政府和医保补偿机制,合理放开医院经营自主权。进一步界定基本医疗的范围,明确基层卫生机构的职能定位,在对就医需求进行认真分析的基础上合理配置卫生资源。Through understanding the progress of medical and health system reform reports in Lufeng county. Interviewed health administrators, hospital administrators, and the manager of new rural cooperative medical fund. The main problems were founded in the survey. The medical tleatment price was not reasonable. It was still difficult for public hospitals in supervisor mode. The autonomy of public hospitals management was limited, the funding level of rural cooperative medical care system still keep low. The primary health service ability was insufficient, etc. In order to further promote the reform work, it needs to improve the autonomy in management model of public hospitals, explore more reasonable price control of medical service and effective compensation mechanism from government and medical insurance .Confer public hospitals＇ autonomy in management mode. It is also necessary to further define the scope of basic medical, define the function orientation of grassroots health institutions, and allocate the health resources on the basis of the careful anal）sis of the residents＇ medical needs.
