摘　　要：以法律没有规定的主体、权责、客体、方式或路径对国家机关及其公务员行使公共权力的行为进行监察与防治腐败的活动,称为廉政体制外监督。虽然体制外监督在公共权力监督系统中处于辅助和从属地位,但具有很多优势,有助于形成体制内的压力及推动廉政体制改革和政府的廉洁高效。其局限性和有效性前提表明,体制内对体制外的包容和衔接很重要,体制外向体制内的过渡才是根本出路。Supervision outside of the in-corrupt government systems is a monitoring and corruption prevention activity of public power behavior of the government and civil servants, with responsibilities, powers, subject or manner that the law does not provide. Su- pervision outside The system in the secondary and subordinate position in the public power supervision system, with many advantages, helps form pressure inside the system, and promotes the reform and an honesty and high efficiency of government. But its limitation and premise of effectiveness show that, the tolerance and connection of government system with the outside is important, and that transition inside is a fundamental way for supervision outside the system.
