摘 要:构建包括技术创新资源投入能力、技术创新产出能力、技术创新潜力和技术创新环境的技术创新能力评价指标体系,运用熵权法确定各指标权重,建立我国医药制造业技术创新能力线性加权综合评价模型。以2009~2012年我国内地29个省市自治区的面板数据为基础,对各地区医药制造业的技术创新能力进行综合评价,结果表明我国不同省市自治区的技术创新能力存在显著差异。根据综合评价得分及排序,将我国29个省市区分为4种类型,对各型省市自治区进行分析,并提出提升技术创新能力的对策建议。This paper establishes an evaluation index system for technological innovation resources input capability, technological innovation output capacity, technological innovation potentiality and technological innovation environment of Chinese pharmaceutical industry. Taking use of entropy method, the weight of each index can be determined and a linear-weighted comprehensive evaluation model is estab- lished to assess technological innovation capability of pharmaceutical industry in China. It takes 2009 - 2012 panel data of 29 provinces and autonomous regions in China as basis and makes a comprehensive evaluation of the technological innovation capability of each region. The result shows that significant differences exist among these regions in technological innovation capability. According to the comprehensive e- valuation score and ranking, 29 provinces and autonomous regions were divided into 4 types. Based on the analysis of each type, corre- sponding suggestions were provided for the provinces and autonomous regions to improve their technological innovation capability.
