东北振兴中区域财政转移支付政策的效果评价

摘　　要：增加中央对东北地区地方政府财政转移支付的政策能够促进东北振兴,不仅能够促进东北地区的经济增长,还能够促进东北地区就业的增长和居民收入水平的提高,同时也能够促进地方财政收入的增长。而且,该项政策还有利于西部大开发,但不利于中部崛起和东部沿海地区的经济发展。为了缩小中西部地区同东部沿海地区的经济发展差距,中央还应该加大对中西部地区的财政转移支付力度。Increase of the central government's fiscal transfer payment policies on local government in northeast China could rejuvenate northeast China.It could promote not only the economy growth,but also the growth of employment rate and enhancement of citizen income level in the northeast region;meanwhile,it could also promote the growth of regional fiscal revenue.Moreover,this policy is beneficial to the development of the western regions,but is not beneficial to the rise of central China and economic development of eastern coastal region.In order to narrow the economic development gap between the central and western regions and eastern coastal regions,the central government shall also strengthen fiscal transfer payment in central and western regions.
