摘　　要：将大学作为实施"高深研究"最适宜之所的组织设计和制度安排,得益于大学固有的理性传统、科学研究与人才培养有机结合的组织功能及其庇护学术共同体自由探索的组织特性。这一制度安排不仅奠定了现代研究型大学的合法性基础,也提供了国家发展所依赖的前沿知识、创新人才和理性文化。当前大学对绩效文化的过于强调,损害了基础研究所需的文化制度环境和理性传统。应强调政府在政策支撑、财政资助及文化引领等方面承担其主要责任。Research university is the most desirable organization of ＂advanced study＂, mostly because of its rational tradition, function of scientific research and talent training, and academic freedom. The institutional arrangement is not only the basis of legitimacy of modern research university, but also provides original knowledge, creative talent and rational culture on which national development depends. However, university has overemphasized performance evaluation; the cultural and institutional environment and rational tradition that basic research needs are eroding. It should enhance the primary responsi- bility of central government in policy supporting, financial assistance and creative culture nurturing.
