摘  要:目的了解宁夏地区创新支付制度试点县门诊服务满意度,为进一步推进支付制度改革提供参考依据。方法选择宁夏回族自治区新农合创兴支付制度改革试点县海原县和盐池县,调查参合农民就诊满意度。结果创新支付制度试点县的新农合参合者整体就诊满意率为72.1%,高于改革前2009年的基线调查(64.4%)。15~30岁组、未婚、高中以上文化程度、自感健康状况一般和非常差、没有从医疗保险得到报销的人群满意度低于各人群中其他分组(均P〈0.05)。结论宁夏创新支付制度试点县门诊满意率较高,政府在制定农村医保政策时,需要结合农民的家庭年收入水平和医疗卫生资金支出水平,合理划定报销补偿比例和报销门槛。Objective This work was to analyze outpatients' satisfaction and its affecting factors about Innovative Payment System in rural area of Ningxia, to lay a logical foundation for a perfect Payment System. Methods Two counties trying Innovative Payment System were selected for the study. Stratified-cluster sampling method was used to randomly choose farmers for the survey. Results The satisfaction rate of clinic subjects about Innovative Payment System was 72.1%. There were lower satisfaction rate among people with age of 15 to 30, unmarried, well-educated, with self-evaluated poor health, or those who did not receive New Cooperative Medical Scheme(NCMS)(P〈0.05). Conclusion The outpatient's satisfaction rate about Innovative Payment System was quite high.The government needs to combine the standard of peasants' health care spending and income for reasonable ratio threshold of expenses compensation to reimbursement when making health care policy for rural areas.
