“一带一路”倡议与中国对外援助转型

摘　　要："一带一路"倡议具有增长、政治、社会与道德四大目标,呈现出战略规划性、互利共赢性、责任义务性、相知相交性、开放包容性五大特点。在"一带一路"倡议的新时期,中国对外援助日渐发生显著的变化,处于重要的转型时期。由此,中国对外援助政策框架与战略规划需要服务于"一带一路"倡议的四大目标,满足其五大特点,从而更切实地力助向中国与世界和平发展的根本目标迈进。对此,中国决策者需要以"一带一路"倡议为指导并且借鉴美日等国家有益的政策及其实践、完善中国对外援助政策框架、制定中国对外援助战略规划(2016—2020年)、确定中长期的沿线国家国别援助行动计划、开展援助政策及其项目评估、推进公私伙伴关系、提出"共同发展伙伴关系"倡议、深化三方发展合作,以全球视野、世界眼光提高援助项目的有效性与质量,从而创新对外援助模式,更好地提升对外援助在"一带一路"倡议中的战略地位并使其成为重要支柱,努力为2015年后发展议程及其全球发展做出贡献。With the growth,political,social and moral goals,the Belt and Road Initiative connotes five characteristics including strategic planning,mutual benefit,responsibilities and duties,mutual understanding and friendship,openness and inclusiveness.Chinese foreign aid has changed markedly in this important transitional period.And the policy framework and strategic planning of Chinese foreign aid needs to serve the goals of the Belt and Road Initiative and meet its characteristics to realistically help the ultimate goal of the peaceful development in China and in the world.Therefore,Chinese policy makers should be guided by the Belt and Road Initiative and learn beneficial policies and practices from the U.S.and Japan in order to improve the policy framework of Chinese foreign aid,develop strategic planning(2016-2020),settle on country action plans,make evaluations about Chinese aid policy and its programs,promote the public-private partnership,put forward 'the Common Development Partnership' Initiative,and deepen the tripartite cooperation.In doing those things,China can more actively promote the reform of the administrative management of Chinese foreign aid,expand the regional and multilateral aids with pobtical courage and strategic wisdom,improve the aid effectiveness and quality with global vision and world insight so as to innovate the new patterns of foreign aid,and better enhance the strategic position of foreign aid in the Belt and Road Initiative.Eventually,China should make it one of the key pillars of the Belt and Road Initiative,and make its own efforts to contribute to the post-2015 development agendas and global development.
