摘　　要：文章将层次分析方法和SWOT分析法结合起来建立一个定量分析和定性分析相结合的完整的系统框架,分析影响乌鲁木齐市沙依巴克区物流业发展的关键因素,在此基础上确定沙依巴克区物流业发展战略。结果表明沙依巴克区的交通优势、沙依巴克区物流的相关配套产业不完善、物流业成为沙依巴克区新的经济增长点和现有企业规模小、档次低的制约是影响沙依巴克区物流业发展的关键要素,基于此,提出了沙依巴克区物流业发展的选择方案。The paper uses the Analytic Hierarchy Process （AHP） and SWOT method to build a quantitative and qualitative framework to analyze influential factors of affecting logistics development in Shayibak district of Urumqi City, aiming to find the development strategy of logistics in the district based on the analysis. Data shows that many factors restrict the logistics development in Shayibak district and therefore, based on the data and analysis, the paper proposes some plans for the district to choose from.
