摘　　要：为加强新时期交通战备工作,通过分析国家"大部制"改革对交通战备工作带来的机遇与挑战,论证形成了交通战备调整改革的基本思路,研究提出了健全职能融合、平战一体的交通战备管理指挥体系,完善架构融合、优惠扶持的交通战备法规政策体系,打造专业融合、力量互补的交通专业保障力量体系,优化资源融合、共建共用的国防交通物资储备体系,建立军民融合、深度发展的国防交通教育科研体系的对策。To strengthen traffic combat readiness in new period, after analyzing the opportunities and challenges of traffic combat readiness brought by ＂giant department＂ reform, the paper studies and forms the basic ideas of traffic combat readi- ness adjustment and reform. It also proposes some countermeasures on improving function integration traffic combat readi- ness management command system, perfecting framework integration and favorable traffic combat readiness regulation sys- tem, building profession integration and complementary professional traffic security forces system, optimizing resource inte- gration and co-construction and sharing national defense traffic material reserve system, and establishing civil-military inte- gration and deeply developed national defense traffic educational research system.
