摘　　要：研究了寒冷地区水利水电工程施工期所遇到的冰问题,提出了相应的对策和措施,为以后类似工程施工期安全渡凌,提供了分析思路和可供借鉴的工程措施及非工程措施.Ice problem is an puzzle in construction of water conservancy and waterpower engineering in cold region, and many cases of ice problem in engineering construction in China are analyses, and summarize some efficiency measurement on ice problem. At last measurements of engineering and non-engineering can be use for references in other constructions of cold region.
