我国地下储气库市场化运作模式的基本构想

摘　　要：中华人民共和国国家发展和改革委员会已经提出中国储气设施要独立运营、单独核算、单独定价和公平准入的要求,其实质是要在建立竞争性天然气市场的基础上实施储气设施市场化运作。为此,通过介绍美国现代地下储气库市场化运营模式的基本特征及成功经验,为中国地下储气库市场化运营提供公司治理、储转费定价、合同制管理等多方面的支持。综合分析后的结论指出,中国地下储气库建设目前还存在着投资运营主体少,建设、管理、使用各方相对分离,运营成本高,优质储气库资源日益匮乏等一系列问题。根据发展的需要,提出了构建我国地下储气库市场化运作模式的基本构想:①形成多元化主体参与的投资体制,加快储气库建设;②短期理顺管理体制,形成工作气能力;③中期推动储气库独立运营,组建"天然气储备公司";④长期储气市场运营借鉴美国与欧盟的经验,形成交易市场;⑤完善法规及监管机制,推动储气库市场化运营发展。It has been proposed by the National Development and Reform Commission that China＇s gas storage facilities shall be in the modes of independent operation, accounting and pricing and fair admittance, which essentially means market driven operation of gas storage facilities as competitive natural gas markets are built up. Therefore, this paper introduced the basic characteristics and suc- cess experience of American modern UGS market driven operation modes and provided multiple supports in terms of company ad ministration, storage and distribution pricing and contract management for Chings UGS market driven operations. Based on a com- prehensive analysis, there are a series of problems involved in China＇s UGS building, such as fewer investment and operation main bodies, separation of construction, management and utilization, high operation cost and shortage of excellent gas storage resources. In order to settle these problems, the basic conception of UGS market driven operation modes in China was put forward. Firstly, es tablish investment systems participated by diverse main bodies to accelerate UGS construction. Secondly, establish harmonious man- agement systems to realize working gas capacity in the short term. Thirdly, impel UGS independent operation and constitute ＂natural gas reserving company＂ in the middle term. Fourthly, in the long term, build trade markets in reference to American and European experience of gas storage market operation. And fifthly, perfect regulations and supervision mechanisms to promote the development of gas storage market driven operations in China.
