乌昌石城市群农业产业结构调整优化研究

摘　　要：城市群农业产业结构优化升级既要适应城市群整体发展定位,也要适应区域内的农业资源禀赋,实现农业资源合理配置。根据产业结构调整的相关理论,运用区位商、结构相似度和灰色关联度等评价方法,在对乌昌石城市群农业产业结构现状进行剖析的基础上,探索该区域农业产业结构优化调整的路径及其理论依据。结果表明:2006—2013年间,乌昌石城市群农业专业化水平较低;该区域农业产业结构与全疆农业产业结构具有高度相似性;同时,农业内部各产业结构存在失调情况。据此提出该区域农业产业结构优化调整的思路,包括调整优化农业内部结构,促进其协调发展;着力培育新型农业经营主体,提高其调整农业结构的应变能力;着力构建适应经济新常态的都市农业发展新机制。Urban agglomeration of agricultural industrial structure optimization and upgrading should not only adapt to the overall development of urban agglomeration development orientation, but also adapt to the regional agricultural resources endowment for realization of the rational allocation of agricultural resources. Based on the related theory of industrial structure adjustment, and using location quotient, structural similarity and grey correlation evaluation methods, the agricultural industrial structure situation of Urumqi-changji stone urban agglomeration was analyzed based on exploring the regional agricultural industrial structure optimization and adjustment path and its theoretical basis. The results showed that, in 2006-2013 the agricultural specialization level in Urumqi-changji stone city was low; the regional agricultural industrial structure and the overall agricultural industrial structure had a high similarity; and it had disorder within the agricultural industry structure. The thinkings of regional agricultural industrial structure optimization and adjustment were put forward, including adjusting and optimizing agricultural structure, promoting the coordinated development ; striving to foster new type of agricultural management main body, improve the adjustment of agricultural structure strain capacity ; striving to build new norm of urban agricultural development mechanisms to adapt to the economical situation,
