摘　　要：《中国足球改革发展总体方案》涉及足球领域的各个层面,综合、全面、系统地阐述了我国足球改革发展方向,完成了足球发展的顶层设计,但在执行过程中面临一些问题。通过对各种问题进行分析并提出对策,以期为今后体制改革能够形成正确的思路及制定正确的对策提供参考。The program of ＂Chinese football overall reform and development plan＂ involving all levels of football fields from the top-level design, has comprehensivly and systematicaly set forth the reform and development direction of China＇s soccer. The＂Plan＂ has completed the top-level design of football development, but faced some problems in the implementation process. This paper analyzes the various problems and comes up some strategies, to provide reference for forming the right ideas and the right response for the structural reforms in future.
