摘　　要：高薪养廉作为防止腐败的手段之一,提出伊始就引起了社会褒贬不一的反映。在国家严惩贪腐的背景下,国内对于高薪养廉这一制度的内涵、实行条件以及配套政策的研究尚不深刻,对这一制度建立全面、客观的认识迫在眉睫。The high salary system, as one of the means to prevent corruption, caused a controversy in the society when put forward at the beginning. Under the background of the country to severely punish corruption, the con- notation to the institution of the high salary, the implementation of conditions and corresponding policy research is not far - reaching, objective and comprehensive understanding of the system＇ s establishment is imminent.
