摘　　要：国家典章制度建设对于树立国家形象，凝聚民族向心力，扩展世界影响力，具有不可低估的作用与意义，是提升国家文化软实力的重要战略措施。The construction of the national decrees and regulations is of vital role and significance for the establishment of national image, the cohesion of national centripetal forceand the expansion of world influence. It is an important strategic measure to accelerate the culture soft power of a country.
