摘　　要：新中国成立初期,国民经济的艰难恢复与技术人才的严重匮乏,成为新中国不得不在国家财政极度困难的情况下花费"重金"聘请外国专家的根本动因。东西两大阵营的对峙与中共"一边倒"外交政策的确立,以及苏联专家在东北为中共提供的重要而强有力的帮助与随后中国共产党"以俄为师"的大力宣传,成为苏联和东欧国家专家大批来华的时代背景。After the foundation of PRC, the difficult recovery of the national economy and the serious shortage of technical personal lead PRC to spending a large amount of money to employ foreign experts when China was facing to the financial crisis. West-East confrontation between the two camps and the foundation of the one-sided foreign policy of the Communist Party of China, as well as the important powerful help to the Communist Party of China and then conduct vigorous propaganda of the Communist Party of China looking the Soviet Union as teacher, which lead a lots of experts from the Soviet Union and the Eastern European countries to go to China.
