摘　　要：刻下,引发突发事件的社会矛盾和利益诉求错综复杂,公安机关采取行政强制措施的复杂度逐年增加,现有法律规范中规定的行政强制措施很难有效的应对和处置突发事件。那么在应对和处置突发事件的过程中,如何寻求公权与私权的平衡,如何在保障公安行政强制措施的正当性与合法性的同时又有效的限制公民的合法权益,这是应对和处置突发事件的过程中公安机关采取行政强制措施所亟待解决的理论命题和现实问题。The social conflicts and interest demands leading to emergencies are complex, so the complexity increases every year for the public security organs to take administrative coercive measures. The administrative coercive measures stipulated in the existing legal norms are difficult to effectively cope and deal with emergencies. So in the process of coping and dealing with emergencies, how to find a balance of public powers and private rights, and how to effectively limit the legal rights of the citizens while ensuring the legitimacy and legality of administrative coercive measures of pubhc security are the theoretical propositions and practical issues to be solved when the public security taking administrative coercive measures to cope and deal with emergencies.
