摘　　要：创新驱动发展战略已经占据国家发展全局的核心位置,但在实施中会有不同的路径选择。基于福建域情,可以把以产业集群为主体、以集成创新的方式作为实施创新驱动发展的可选路径。此外,产业集群本身就存在进行集成创新的可能性和必要性。因此,产业集群要进行集成创新,必须在要素集成、组织集成的基础上,借助工具集成的创新平台开展实施。The strategy of the development driven by innovation has been in the core of the national development. However, there are different paths in its implementation. Based on Fujian＇s situation, we can take industrial cluster as the main body and integrated innovation as the alterna- tive path to carry out the development driven by innovation. In addition, the possibility and necessity of integrated innovation exists in the industry cluster itself. Therefore, integrated innovation of industrial cluster must be implemented on the basis of the element integration and organization integration and by means of the innovation platform of tool integration.
