政府之于大学创造的责任

摘　　要：大学的本质是创造能量的释放,当大学的创造性与现实相遇,其创造的物化形式—人才培养、科学研究、社会服务便自然生成。政府之于大学的责任应该是有限的,不应以伤害大学创造能量的释放为代价,它应在经费投入、信息咨询、政策指导与资源协调方面有所作为。然而,权力总是自负的,政府责任延伸至大学的创造领域,控制办学资源、渗透行政权力体系、遮蔽学术话语权,最终伤害大学创造能量的释放。因此,政府需要转变责权理念:转变政府职能,从控制走向服务;公平配置资源,实现爱与法的统一;保护学术生态,营造大学的自由之境,以激发大学的创造力的释放。The essential of the university lies in the release of creative energy. When the university＇s creativity encounters the reality, the materialized form of the university＇s creativity, i.e. personnel training, seientitle researches, and social services will be produced naturally. The government＇ s liability for the university is limited, and it should not be harmed at the cost of the release of creativity energy, while it should do some- thing in fund allocation, information consultancy, policy guidance and coordination of resources. However, the power is always overconfident. The government＇s liability has extended to the field of the creativity at the university. It controls the school - running resources, permeates the executive power system into the university, obstructs the academic discourse power, all of which have finally harmed the release of creativity energy. Therefore, the government shall change its ideas of liability and power. It shall transform its functions from control to service, fairly allocate the resources and achieve the unity of love and law, protect the academic ecology and build a state of freedom in university, so as to release the university＇s creativity energy.
