摘  要:石油石化行业是能源消耗和排放控制的重点行业,地方炼油化工企业装置规模小、产业链短、技术相对落后、能耗高等问题是地方炼油企业亟需解决的问题。根据国家节能减排计划,企业节能、减排、增效的需要,以某炼油企业为例,基于该企业的能量流和物料流核算,突出重点能耗环节,找出资源利用率改进空间的厂内低压瓦斯气回收利用环节,提出瓦斯气回收利用改造措施和经济核算数据,可以明显促进企业的节能减排工作,提高企业的经济效益和环境效益。Petroleum and Petroleum chemical industry were recognized as high energy consumption and emission. Comparing with stated owned enterprise,non-state owned petroleum chemical factory was possess the characters,such as smaller scale,shorter industry line,older technology,and higher energy consumption. Based on the requirements of energy saving and emission reduction,petroleum chemical factories should improve their efficiency,decrease energy consumption and emission. Taking a non-state owned refinery as a example,and basing on energy flowand material flowin refinery,energy consumption was evaluated. Through the key process assessment,it was found that lowpressure gas producing by refinery had not been sufficiently used. So,the reform measure and relative economic data were given. If the measure was taken,it would improve the standard of energy saving and emission,simultaneously,it would profit the economy and environment.
