中国公民社会组织发展境况的实证分析

摘　　要：文章在占有丰富、翔实和准确的数据前提下,对我国公民社会组织发展的整体境况进行了客观的规范分析和实证研究,并通过文献研究法、调查研究法和比较分析法,勾勒出一个较为完整、清晰的中国公民社会组织"全景图像":一是组织类型多样,呈"纷繁斑斓"的图景;二是发展速度迅猛,呈"火箭式"递增态势;三是活动领域广泛,呈"星罗棋布"的景观;四是资金供给不足,呈"营养不良"的迹象;五是分布结构失调,呈"畸形状"发展格局。基于这五种图像,进而力求避免一种单纯、空洞的理论说辞和形而上学的学理探究,最终为该领域的后续研究提供基础性的文献资料和为政府部门的有关决策提供一定的现实支撑。Base on abundant possession and informative and accurate data, the integral developing situation of Chinese Civil Society Organizations is analyzed objectively and normatively by positive research. Through literature research, survey research and comparative analysis, the complete and clear ＂panoramic image＂ of Chinese Civil Society Organizations is sketched out. First, various types of organizations show numerous and gorgeous pictures; second, rapid paces of development show the increasing momentum like a ＂rocket＂; third, a wide range of activities in the field show the dotted landscape; fourth, insufficient funds show signs of nutrition;fifth, the distribution of structural imbalance show the development pattern of abnormal state. In order to avoid a pure, empty and rhetoric theory with metaphysical studies, basic information for the follow-up study of the field is ultimately provided with a realistic support for the relevant decisions of the government departments.
