发达国家政府间事权配置适应人口流动的探讨——以义务教育和养老保险为例

摘　　要：目前,我国人口流动带来的流动人口公共服务供给问题引起了社会各界的关注。如何通过财政体制的改革来明确流动人口公共服务供给的责任主体、明晰各级政府之间有关流动人口公共服务的事权和支出责任并保障其具备相应的财权财力,关系到我国城镇化战略的实施和经济社会的进一步转型。文章以义务教育和养老保险为例,对发达国家政府间的事权配置是否适应人口流动的特点和需要进行了分析,为优化设计我国的财政体制、明晰我国各级政府间有关流动人口公共服务供给的事权和支出责任、解决我国流动人口公共服务的效率供给奠定了经验基础。At present, it has been of concern to all social groups to provide migrant population with public services in China. It would be very important to define one or some legal responsible subject（s）, clarify＇ power and expenditure responsibility of migrant population public services as well as the corresponding power of financial guarantee among different levels of govern- ment through the fiscal system reform, which is related to the implementation of urbanization strategy and the fi^rther econom- ic and social transfi）rmation in China. The paper, taking compulsory education and pension system as examples, analyzes whether the assignment of power and responsibility among different levels of government adapts the characteristics and needs of migrant population in developed countries, which builds an experience basis for the optimal design of fiscal sy：4tem, clari- fying power and expenditure responsibility of migrant population public services among different levels of government and im- proving the efficiency of migrant population public services in China.
