总体国家安全观视角中的北极通道安全

摘　　要：进入21世纪的十多年来,中国和平崛起的速度在加快,经济上跃居世界第二大经济体,全球政治影响力继续稳步提升,特别是在亚太地区更发挥着关键的作用;同时,相应的军事实力,特别是远程海空军力量同样今非昔比;随之而来中国的利益也向海外不断扩展,国内资源需求也在持续增加。在实力与利益扩展的同时,相应的利益维护,特别是基本的安全需求也必然增加。当前,中国所面临的国际国内安全形势都发生了许多重大变化。中国在提出"总体国家安全观"后,又颁布了《国家安全法》。新的《国家安全法》涉及总体国家安全的各个方面,太空、国际海底区域和极地等"战略新疆域"的安全保障需求被纳入进来。其中作为"极地"重要组成部分的北极地区特别是北极通道的安全对中国总体安全具有十分重要的意义,攸关中国的军事安全、经济安全、资源安全、核安全与生态安全等问题。中国应当积极参与到北极地区总体安全的维护中去,以多种手段确保中国在北极地区的权益,进而维护中国的总体安全,并让北极通道为中华民族伟大复兴的中国梦服务。In the 21 st century,rising China becomes the second largest economy and enjoys a steady increase in its global political influence,especially in the AsianPacific region,while at the same time,Chinese military,especially the navy and the air force,is making great progress,Chinese overseas interests are fast expanding,and China's appetite for resources is growing.So is the need for the protection of those interests.In a word,China's foreign and domestic security situation is undergoing huge transformation.In order to deal with the traditional and non-traditional security challenges,and coordinate internal and external security,Chinese government first advocated the concept of general national security and then issued the National Security Law,which encompasses the security of outer space,international seabed,and polar region.As part of the polar region,the Arctic region,especially the Arctic Passage security,is of great importance to China's general security,including its military,economic,resources,nuclear and ecological security.China should actively participate in maintaining general security in the Arctic region,and safeguarding its interests and rights in that region,so as to assure its general national security,and contribute to the realization of the Chinese dream of national revival.
