农村生源大学生土地承包经营权退出意愿及影响因素研究——来自武汉部属高校的实证

摘　　要：农村生源大学生土地承包经营权退出,对于防止农村土地撂荒,实现农村土地规模经营,推动农村生源大学生市民化,统筹城乡发展,加快城镇化进程具有重要的现实意义。针对农村生源大学生是否愿意退出土地承包经营权,通过对武汉4所部属院校的调查,应用Logistic模型,分析了农村生源大学生土地承包经营权退出的意愿及其影响因素。结果表明,农村生源大学生不愿意退出土地承包经营权的原因主要集中在对未来的不可控性。农村生源大学生土地承包经营权退出意愿主要受到性别、学生类别、专业、对土地未来价格预期、进城工作的意愿等微观个人特征影响;受到家庭收入来源、家庭住所距离远近、家庭承包地灌溉情况等中观家庭基本情况的影响;受到家乡农地流转情况和农业生产的交通条件等宏观区位社会经济情况的影响。基于上述分析,从法律确权、搭建平台、规范程序和建立保障机制等四个方面探讨了建立健全农村生源大学生土地承包经营权退出机制的路径。Undergraduates from rural areas giving up their land contract usage right may play a critical role to prevent rural land unplanted, to achieve large scale production, to help rural student urbanization, and to promote coordinated urban and rural development. Based on the survey data from 4 universities in Wuhan, this paper examined the willingness and influencing factors of undergraduates giving up their contractual usage right for arable land. Results show that the reasons of college students from rural areas are not willing to withdraw from the land contract mainly because of the uncertainty of the future. The influencing factors include 1） individual characteristics such as gender, student category, major, the expectation of land price in future and the willingness to work in cities; 2） basic family conditions such as the source of family income, the distance of housing and the family contracted land irrigation status and so on; 3） local and national social and economy situations such as the farmland circulation in hometown and traffic conditions for agricultural production. Based on the above analysis, this paper discussed the ways to increase rural students＇ willingness to withdraw from rural land, including clarifying the legal ways to do it, building a practical platform for it, standardizing procedures doing it, and establishing social security mechanism in rural areas to reduce uncertainty in the future.
