摘　　要：《中共中央关于全面深化改革若干重大问题的决定》中提出了使市场在资源配置中起决定性作用和更好地发挥政府作用的重大命题。这一命题的提出对深化政府与市场改革的关系,以及未来我国市场经济发展和政府改革基本框架的构成,具有重大的战略意义。发挥市场在资源配置中的决定性作用与更好地发挥政府作用是辨证统一的关系,其具体表现就是通过政府职能转变,为市场主体充分发挥活力,创造一个良好的市场环境,从而使市场能够发挥在资源配置中的决定性作用,实现经济的可持续增长。Decision by CPC Central Committee about Deepening Reform on Major Issues presents the important propositions that markets should play a decisive role in the allocation of resources and the government should play a major role, which has a great strategic significance for adjusting the relationship between the government and markets as well as the building of the basic framework of China＇s market economy development and government reform in the future. To give play of markets in the allocation of resources has the relation of dialectic unification with the role of the government, showing that it is necessary to create a good market environment for government to play its functions through the transformation of governmental functions, so that markets can play a decisive role in the allocation of resources to achieve the sustainable economic growth.
