区域R&D投入模式的国际比较及政策建议——以陕西省为例

摘　　要：根据发达国家经验,工业化发展不同阶段R&D投入模式具有一定的规律性。本文将陕西省2001—2013年R&D投入模式与发达国家同期进行比较,结果表明,陕西省R&D投入强度基本符合规律,但政府R&D投入比例偏高且基础研究领域经费投入比例偏低,建议陕西省稳定政府R&D投入规模、加大在基础研究领域的投入、调动企业R&D投入积极性、提高R&D投入的产出效率。The experience of developed countries shows that the R＆D investment patterns have some general rules in different stages of the economic development. By comparing R＆D investment patterns between 2001 and 2013 in Shaanxi Province with those in developed countries, the results show that the R＆D investment intensity in Shaanxi Province follows the rules, but the government R＆D investment proportion is high, and the expenditure investment proportion of basic research is low. We propose that the government of Shaanxi Province should stabilize the R＆D investment, increase the investment in the field of basic researches, mobilize enthusiasm of enterprise R＆D input, and improve the output efficiency of R＆D input.
