摘 要:行政价值观是决定行政活动中人的思想取向和行为选择的精神力量,是按照一定规律、遵循一定程序发生和发展的。生长历程就是对行政价值观发生和发展过程的动态展示。在行政实践活动中,随着人们认识和实践的深入,立场、情感、态度、理想、信念、信仰等精神要素依次经历萌芽、演进、升华等三个阶段,经历个体的行政价值取向转化为群体的行政价值标准、群体的行政价值标准转化为组织的行政价值理念、组织的行政价值理念转化为社会的行政价值认同等三次蜕变,完成行政价值观一个周期的发展历程,并随着行政环境的变化而进入新一轮的发展周期。The administrative values is the important spiritual power of people' s thought and behavior in the administrative activities, which develops according to certain rules and procedures. Growth course is the dynamic display of the occurrence and development process of administrative values. In the practice of administration, with the comprehension of people' s theory and practice more and more deep, position, emotion, attitude, ideal, belief, faith and more spiritual elements will experience three stages that are rudiments, evolution and sublimation in turn. And they will experience three metamorphoses that are individual administrative value orientation transformed to group administrative value standard, group administrative value standard transformed to organizational administrative value idea, and organizational administrative value idea transformed to social administrative value identity. With the change of administrative environment, they will finish one cycle of development course of administrative values. And then, it comes into a new round of development process.
