摘　　要：加快培育和发展社会组织成为当前我国社会管理领域面临的重要而紧迫的现实问题。从总体上看,H省D市社会组织发展数量和规模不断增长,社会组织发展状况与经济社会发展基本相适应,但由于制度障碍等原因,社会组织的发展还面临诸多困境和阻碍,迫切需要对现有社会组织管理体制进行改革。"枢纽型"社会组织是对社会管理模式的一种创新,也是解决D市社会组织建设与管理困境的一项重要措施。D市枢纽型社会组织建设工作还处在萌芽时期,需要不断探索和完善。It is an urgent issue for China＇ s social management domain to speed up the construction of social organization. Generally,the number and scale of the social organizations in D city of H province has been increasing. The situation of development matches the economic so- cial development. However, there are still many difficulties and obstacles due to institutional harriers. Reform is greatly needed. The ＂hub-type＂ social organization is an innovation that social organization contributes to social management model, which is also a key solution to the problems in D city. The construction is still at the beginning stage and hence needs more exploration and improvement.
