摘 要:2010年建筑能耗占全球终端能耗的32%,据预测,到本世纪中叶,将增长2-3倍。通过建筑能耗基准,业主可以借此实现对建筑节能潜力评估的需要,同时也可以实现国家政府主管部门对节能监管的需求。本文指出了建筑能耗基准评价的一般步骤:设定节能目标和建筑能耗基准值;开展建筑能耗统计;建立建筑能耗基准评价工具,并从这三个方面分别对中英美三国的建筑能耗基准情况进行对比分析。研究结果表明:与英美两国相比,中国建筑能耗基准处于初始阶段,只对节能目标和能耗基准值进行了设定,虽然出台了关于建筑能耗统计的相关规定,但是实际的关于建筑能耗统计工作却比较少,此外,中国还没有建立适合广大用户方便使用的在线建筑能耗基准测评工具。In 2010,building energy consumption accounts for about 32% of total global energy consumption,it is predicted that by the middle of this century,this will grow two to three times. Building energy consumption can meet the needs of government departments‘ management on energy saving at all levels and building owners 'evaluation on the potential of energy conservation. China has not build energy benchmarking systems completely,while UK and US have developed a complete evaluation system. This paper points out the general steps to evaluate the building energy consumption benchmark: set energy-saving targets and benchmarks for building energy consumption; Carry out the building energy consumption statistics; Set up benchmarking tool for building energy consumption. This paper analyses and compares the building energy consumption situation of the three countries from these three aspects,the results show that compared with Britain and the United States,China 's building energy consumption benchmark is at the initial stage,although it sets energy conservation target,the actual building energy consumption statistics work is less,the online building energy consumption benchmark assessment tool has not been built.
