摘　　要：通过调研美国、日本、英国、荷兰这4个电子政务全球领先国家的政府网站与信息服务建设情况,分别阐述各国管理规范的发展历程和具体内容,并从设立专门主管机构、以用户为中心规范建设流程、重视新技术应用、采纳国际通行标准、保障公民信息安全及隐私这5个方面提出可供我国借鉴的政府网站及信息服务治理建议。By investigating the e-government websites and information service guidance and regulations of them in US, Japan, UK, and Netherlands, the paper gives a brief introduction of e-government development and contents in these countries, and proposes five suggestions on how to improve the construction of government websites and information service guidance and regulations of our country, including establishing special website governance institution, regulating user-oriented constructing workflow, paying attention to new ICT trend, using universal technical standards and protecting information service and individual privacy.
