摘　　要：在总结图书馆电子书借阅的形式、限制条款、版权问题以及国际上图书馆电子书借阅政策的基础上,探讨了图书馆与出版商在平衡电子书借阅与版权问题之间关系时应采取的对策,包括提高图书馆在版权法中的地位、构建完善的图书馆法律政策体系、合理制定电子书加密保护技术,使读者的利益得到保障。On the basis of introducing the form, restrictive clause, copyright issue and the international policy of library e-book lending, the paper discusses the strategies that the libraries and publishers should take for balancing e-book lending and copyright issues. Therefore, libraries can improve the status of library in copyright law, build perfect library legal policy system, and establish reasonable e-book encryption protection technology, which can fully protects the reader＇s interests.
