摘　　要：简述了安徽省烟草公司基于成长战略的特色优质烟叶开发管理模式,回顾了特色优质烟叶开发的背景,归纳了特色优质烟叶开发管理主要措施,并对存在问题和下一步工作进行了思考。实践表明,该管理模式促进了"皖南焦甜香"特色优质烟叶的规模开发,特色烟叶开发产值年均增长15.40%,特色烟叶利税年均增长30.40%,成为我国烟草行业特色优质烟叶开发的典范。Anhui Tobacco Corporation's characteristic high-quality tobacco development & management model through the growth strategy was briefed. Then, the background was reviewed and the major measures were summarized. Furthermore, the existing problems and the next step of work were considered. The practice shows that the 'sweet aroma in Wannan' tobacco has achieved scale product in this mode. The average annual growth rate of characteristic high-quality tobacco output reached 15.4 percent a year and the tax grew by 30.40% a year. Anhui Tobacco Corporation has also become a model of characteristic high-quality tobacco development of China's tobacco industry.
