黄河下游典型滩区滞洪沉沙模式设计与分析

摘  要:为改善黄河下游河槽萎缩、二级悬河的不利河势,促进滩区可持续发展,在黄河下游滩区划分滞洪沉沙区,分析了滞洪沉沙区防护堤的建设标准,探索了滞洪沉沙区的运用方式。结果表明:东坝头以上河段滞洪沉沙区防护堤的防洪标准应为8 000 m^3/s,东坝头以下河段应为6 000 m^3/s;黄河下游主行洪区以外共划出20个行洪滞洪沉沙区,面积约占滩区总面积的64.59%、人口约占滩区总人口的84.13%;滞洪沉沙区的运用按照"先上后下、数量最少、损失最小"的原则进行。同时分析了滞洪沉沙区分区管理模式的优点。This study analyzed the construction standards and the utilizing mode of protective dams in flood retarding and sediment area by dividing the floodplain into several areas,so as to mitigate the adverse effects from channel shrinkage and suspended river. The results show that the flood control standard above Dongbatou section should be 8 000 m^3/ s,while in the downstream reaches the standard should be 6 000m^3/ s; the flood retarding and sediment area where is not in the major floodplain of the lower Yellow River are divided into 20 sub-areas,occupying around 64. 59% of the total floodplain area and 84. 13% of the population; the principles of 'from upstream reaches to the downstream; the minimum quantity with the minimum loss'should be applied to the operation of flood control area. This study also analyzed the merits of sub-area management in flood retarding and sediment area.
