摘　　要：根据水库移民后期扶持政策效果监测评估实践,总结了监测评估的主要内容,包括移民收入水平变化、移民生产生活条件变化、基础设施建设和经济发展、社会稳定、移民权益保障等;监测评估指标体系由后期扶持项目实施效果、移民收入水平变化、移民生产生活条件变化、基础设施建设和经济发展情况、移民社会稳定效果、移民权益保障和综合评价效果等7个一级指标构成,下设19个二级指标、36个三级指标。监测评估的关键点主要体现在监测县、样本村组、样本户和项目的选取,资料收集的全面性,后期扶持统计台账建立等方面;监测评估工作的难点在于样本户数据的获得、新老移民收入差距大、移民干部不稳定问题等方面。对监测评估关键点和难点提出了相应的对策和建议。From the practice of monitoring and evaluation of late-stage supporting policy implementation effect about reservoir resettlement, the contents of monitoring and evaluation mainly included immigrants'income level change, immigrants'production and living conditions change, infrastructure construction and economic development, social stability and immigration rights protection, etc.The monitoring and evaluation index system of later supporting consisted of 7 first-grade indexes of project implementation effect, immigrants'income level change, immigrants'production and living conditions change, infrastructure construction and economic development, social stability effect, immigration rights protection and comprehensive evaluation effect.What was more, it included 19 second-grade indexes as well as 36 third-grade.This study pointed out that the key points included the selection of monitoring county, sample villages, sample households and sample project, comprehensiveness of data collection and establishing statistical parameter of later supporting.The difficulties of monitoring and evaluation work included sample households'data acquisition, big income gap between old and new immigrants and immigration cadres'instability problems.Finally the corresponding countermeasures and suggestions were put forward.
