关于上海对农村土地承包关系“长久不变”的调查

摘　　要：稳定农村土地承包关系,并保持"长久不变"是深化农村土地承包经营制度改革的基本方向。"长久不变"的具体内涵和实现形式迫切需要进一步明确。现有土地承包所形成的全部权利义务关系"长久不变",既包括农村土地承包经营制度"长久不变",也包括承包期限更长,权利更充分且有保障,义务更明确、地块也不再动等内涵;"长久不变"的期限宜设立为70年;要在相对公平、公正的起点上执行"长久不变",做到尊重历史传统、合乎法律法规、农民普遍接受。Maintain rural land contracting relationship and keep it'unchanged for a long-term'is the basic direction of deepening the reform to the rural land contracting management system.The specific connotation and the realization form of'unchanged for a long-term'is urgently need to further clarify.All rights and obligations which come from existing land contracting relationship keep 'unchaged for a long-term',what involes the system of rural land contracting and management 'unchanged for a long time'and the longer contracting terms,more fully and guaranteed rights,more specific obligations,and unaltered land.The period can be setted as 70 years.We should start this with a fair and impartial point,respect history and tradition,follow the law and regulation,and acheive the general acceptance by farmers.
