摘 要:研究环境基本公共服务对环境质量的影响是合理制定环保公共服务发展政策的重要依据。根据公共服务的基本原理,将环保公共服务投入和产出变量纳入STIRPAT模型,运用2003-2010年中国内地30个省会城市(直辖市)的面板数据,具体评价中国环保公共服务供给对环境质量的驱动效应。结果表明:环境基本公共服务产出对环境质量具有显著正效应;中国环境污染严重而环保公共服务投入规模太小,由此导致服务投入呈现与预期相悖的负效应;人口规模、经济发展水平和环保技术水平对环境质量也具有显著影响。因此改善中国环境质量需要多管齐下。The study on the impact of basic environmental public service( BEPS) on environmental quality can provide important evidence for making relevant policy. Based on the basic public service theory,the input and output of BEPS were added into the STIRPAT model,and a panel data of 30 provincial capital cities and municipalities in China's Mainland from 2003 to 2010 were used to measure the impacts of Chinese BEPS provision on environmental quality. The results demonstrated that BEPS output had a significantly positive impact on environmental quality,but the service input had an unexpected significantly negative impact due to the high level of environmental pollution but quite low level of BEPS in China. Population size,economic development level and the level of environmental protection technology were also the driving factors. Therefore,a combination of measures should be taken to improve environmental quality in China.
