摘　　要：新中国成立以来中国水库存在着严重的移民返迁现象。本文以黑河金盆水库移民为例,从政策、自然、社会、心理以及个人等方面阐述了返迁移民形成的原因,并分析了移民返迁在水质、环境、经济、移民心理等四个方面造成的负面影响。进而提出了建立返迁移民管理机构,加强引导和调整移民的心理,提供多样化的安置模式,走"文化移民"的道路等建议。Since the founding of new China, there is the serious phenomenon of return migration of reservoir region immigration. This article takes Jinpen reservoir immigrants in Heihe for example to expound the causes of the return migration from policy, natural, social, psychological and personal aspects and analyze the negative influence of return migration on water quality, environment, economy, immigration psychology. And then, this paper put forward the suggestions of setting up the management organization of return migration, strengthening the guidance and adjustment of immigration psychology, providing diversified resettlement mode, constructing the read of ＂cultural immigrants＂ and so on.
