摘　　要：作为控制医保费用主体的二级医院,在控制费用过程中面临的问题,并根据实际情况提出应对措施,保障医院的生存与发展.The problems faced by the secondary--level hospital, which is look as the main body, were discussed in controlling the unreasonably expense increase.And according to the social development,the measures were proposed to promote the living and continuable development of the hospital.
