论按比例规律与市场调节规律、国家调节规律之间的关系

摘　　要：在当前认识、适应、引领和探索经济新常态过程中,提出和阐明市场调节规律、国家调节规律和按比例规律及其相互关系的新概念和新理论,具有极其重要的学术价值和政策内涵。按比例规律是人类社会生产和国民经济的普遍规律。市场调节规律(或价值规律)是商品经济中按比例规律的重要实现方式,并在简单商品经济转化为资本主义商品经济以来,在按比例规律实现中发挥决定性作用。国家调节规律(或计划规律)是按比例规律在受国家调节的社会化大生产和国民经济中的一种实现方式。在我国社会主义市场经济中,国家调节规律(或计划规律)与市场调节规律(或价值规律)结合成在功能上良性互补、效应上协同的有机整体来实现按比例发展规律。At the present stage,when we perceive,accommodate,lead and explore China＇s＂new normal＂economy,it is important for both academic research and policy making to analyze the relationship between the proportion principle of labor distribution,market mechanism and state economic adjustment. The distribution of the total amount of labor in proportion is a general principle which could be applied to all social forms. Market mechanism is an important way to implement the proportion principle of labor distribution. And since simple commodity economy turned into capitalist commodity economy,market mechanism has been playing a decisive role in the implement the proportion principle. State economic adjustment is another way to implement the proportion principle in a state regulation economy. In China＇s socialist market economy,market mechanism and state economic adjustment work together as an organically integrated whole with complementary functions and synergic effects to implement the proportion principle.
