摘　　要：受国内煤炭价格的影响,鄂尔多斯市达到半数煤炭企业停产,对于依靠煤炭资源发展起来的能源型城市鄂尔多斯市面临着经济转型的选择。通过对国外资源型城市经济转型模式的简述,分析了鄂尔多斯市煤炭资源型城市经济发展中存在的障碍:产业结构单一限制经济发展空间、环境生态抑制现行经济的发展规模以及优秀人才缺乏阻碍经济发展。并针对此障碍提出政府的有限主导、注重服务业结构的升级和加快人才培养的改进策略。Under the impact of coal price in China, half of the coal enterprises in Erdos stop the pro- duction, which poses the economic transformation to this city as a city of resources. This paper analyzes the obstacles in development as a coal resources city through the general description of the transformation mode of resources cities in foreign countries. The single industrial structure limits the development space for economy. The ecological environment restrains the scale of economic development. The lack of talents is also an obstacle in development. The paper also proposes some improving strategies like the limited subjective guidance of government, upgrade of structure of service industry, and accelerate the cultivation of talents.
