摘  要:利用基于物质流(DMF)指标的数据包络法(DEA),结合湖南省矿业城市2003-2013年相关的投入-产出数据,对湖南省矿业城市转型可持续发展能力进行评价。主要结论:作为矿业城市的郴州、衡阳发展效率总体不是太高,而且呈现螺旋式上升的趋势。在投入产出的指标上,非DEF有效的年份均存在投入冗余现象。这说明,随着矿业城市的地区生产总值增加,矿产资源的利用量也日益增加。政策建议:(1)在矿业发展层面,要在优化矿业结构的同时,要注重企业优化,实现规模经营;(2)在产业转型层面应明确产业发展方向,煤炭工业主要实行保护性开采,有色工业应以市场为依托、以效益为中心;(3)在生态转型层面,应增加环保资金投入,加强矿山地质环境恢复与治理。Through the method of data envelopment analysis(DEA) which was based on the material flow(DMF) indicators, we evaluate the sustainable development capacity of mining city's transformation in Hunan Province based on relevant input-output data of these cities from year of 2003 to 2013. The main conclusions show that the development efficiency of Chenzhou and Hengyang is not too high, while it presents a spiraling trend in the long run. When analyzing the indicator of input and output, we find the input redundancy phenomenon existing in non DEF effective year. This shows that the amount of utilization of mineral resources will increase with GDP growth in the mining cities. There are several policy recommendations as follows. First, at mining industry level, we should optimize the mining structure and focus on business optimization, in order to achieve the scale operation. Second, on the issues of industrial transformation, we should make clear the direction of industrial development, take the protective mining mainly in the coal industry, while non-ferrous industry should rely on market and put the benefit as the priority. Third, on the issues of ecological transformation, we should increase investment in environmental protection, strengthen the efforts on mine geological environment restoration and the governance.
