摘　　要：文章通过访谈了解我国科研教育机构对学术信息资源开放获取的认知与态度,在此基础上探寻我国开放获取的发展思路。我国学术信息资源开放获取应确立"国家主导,分步实施"的总体发展思路,现阶段的发展重点包括:强化开放获取理念的宣传,促使高质量学术期刊转型为开放获取期刊,注重开放获取机构库建设的效益,慎重制定强制性开放获取政策,开放获取资源的评价必须遵循权威性原则。Through an interview with research and education institutions, this paper gets the cognition and attitude of them to academic information resources open access, and explores the development ideas of Chinese open access. The idea ＂country-led, step by step＂ is more suitable for Chinese academic information resources open access, At the present stage, the Chinese should strengthen the advocacy of open access, promote the transformation of high-quality academic journals to open access journals, pay attention to the benefits of open access repositories, establish the mandatory open access policy carefully, follow the authority principle in the assessment of academic open access resources.
