江苏省污染物排放许可管理与区域总量控制制度研究

摘　　要：为进一步从全新角度探索实现污染物总量控制的思路和实现方法,文章从江苏省排污许可证制度、刷卡排污和排污权有偿使用、交易等的实施现状情况,分析了总量控制制度、排污许可证制度、刷卡排污与排污权有偿使用、交易之间的关系,剖析了江苏省污染物总量控制管理体系存在的问题,并结合江苏省实际情况,提出了总量综合管理系统构建、排污许可量确定、总量核定和监管体系等下一步工作措施。In this paper, in order to further explore the ideas and methods of realizing the total amount control of pollutants from a new angle, the implementation status of pollutant discharge permit, sewage card, compensation for the use of emission rights and emission trade in Jiangsu Province was introduced and their relations were analyzed. The problems existing in the total amount control system in Jiangsu Province were studied. On the basis of the actual conditions of the province, measures for the next step work were put forward from the aspects of construction of total amount comprehensive management system, identification of permitted pollutant discharge amount, verification of total amount and supervision management system, etc..
