深圳市医保制度存在的问题及对策研究

摘　　要：通过对深圳市1673名15岁以上常住人口进行调查,从参保率和参保前后就医行为变化等维度,探析深圳医疗保险制度实施中仍存在以下问题:未达真正全民医保、各类医保比例不均衡和现行医保制度对就医行为影响不大等。针对上述存在问题,提出了进一步扩大医保总覆盖面、完善多层次医疗保障体系和落实惠民医保政策等对策,为深入推进全国医保制度改革提供思路。Through the investigation of the 1673 Shenzhen residents of age above 15 and from the dimensions of the participation rate in insurance and the change of medical care utilization before and after joining in insurance, it shows that the problems such as not achieving universal coverage of healthcare insurance, imbalance between medical insurance programs and weak af ect of medical care utilization. Countermeasures such as expanding medical insurance coverage, perfecting the multi-level medical security system and carrying out the beneficial medical insurance policy are proposed to give reference for deepening national medical insurance system reform.
