特殊医学证明中法律问题的精细化医政管理

摘　　要：分析了医师开具特殊医学证明医政管理的重要性及存在的法律问题:医师医学诊疗资料不完整、法定权力使用不足、医学鉴定政策理解不到位,以及保外就医政策中疾病诊断范围局限性。就此引入了科学精细化管理理念,通过细化医师与专家队伍准入标准、加强特殊医学证明开具过程风险识别、优化特殊医学证明三级核查制、推动病案资料保全医政管理改进对策,将精细化医政细节管理与过程管理有机结合,保证了医师开具特殊医学证明医政管理合理、合法的安全度,使得法定义务主体医疗机构的医师诊疗过程中社会责任与正当权力、权利的正确表达,实现了医院整体医政管理水平的提升。This article explained the importance of special medical certificates and analyzed the legal problems involved including the incomplete information of medical certificates which can be described as the underused right of the doctor, the ambiguous policy for doctors and the limited diseases requiring medical parole. The refined management measures including raising the standard of doctors who can issue the medical certificates, enhancing risk evaluation of medical certificates, establishing the three-level monitoring system and implementing meticulous management of medical records were proposed. This article endeavored to present organic combination of detailed management and process management to insure the validity and legality of the medical certificates and promoted the quality level of management of our hospital so that our hospital can take on its social responsibility and exercise rights properly.
