摘  要:从我国院前急救医师队伍现状及困难原因进行分析,借鉴境内外部分国家和地区院前急救人员使用经验,提出在新时期,院前急救医师队伍的建设要适应形势的发展。通过探索专职化与固定服务期相结合的双轨制急救医师用工模式,健全院前急救定向培养、专业规培人才培养制度;完善激励保障配套政策,合理规划职业生涯;充分依托院内医疗支撑力量,建立院前院内人才联动机制等一系列改革措施,多管齐下,打破框架限制,创新院前急救人才使用政策,建立充满活力的用人制度,从根本上为加快提升急救医疗服务保障能力提供人力资源保障。By the analysis of the shortage of pre-hospital emergency physicians and learning from foreign and other districts, it shows that the construction of the pre-hospital emergency physicians must adapt to the development of the situation in the new period. Specific measures such as multi-employment channel that full-time combined with fixed service period, the orientation and the standardized training to pre-hospital emergency physicians; consummating the policies of incentive and including individual career development to his career integral programming; relying on the strength in hospital to establish the mechanism which automatic pre-hospital and hospital resources. We hope to innovative the pre-hospital talent using policy by breaking the framework and taking various kinds of measures. All above precautions is established for the purpose of providing human resources guarantee to emergency medical service.
