吉林省林业产业专项资金绩效管理问题的探讨

摘　　要：本文分析了林业产业专项资金拉动林业产业投资、促进转型发展、扩大林业经济总量、开辟林业就业渠道等成效,提出绩效管理中存在的县级财政专项资金管理拨付不及时、个别项目承担企业会计核算不规范、有些市县管理不到位、重视程度不够等问题,针对问题进一步提出严格设定林业产业专项资金项目绩效目标、认真落实各项管理制度,项目承担企业要加强内控制度建设、加强绩效管理、加强审计监督等对策。The effect of forestry industry special funds pulling forestry industry investment, promote the transformation of development, expanding the total forestry economy, opening forestry employment channels were analyzed in this paper.The problem of appropriating county-level finance special funds management with delay, individual items undertaked enter-prise financial accounting irregularities, some cities and counties management was not in place, not enough emphasis and so on in performance management were raised.The stringent forestry industry special funds project performance goal was fur-ther proposed aimed at the problems.The each management system was implemented earnestly.The project commitment enterprises should strengthen internal control system, performance management and auditing and supervision countermeas-ures.
