摘　　要：新型林业经营主体培育是解决以家庭经营为主的林地细碎化和林业经营规模效益低下问题的创新举措。从林业产业弱质性、正外部性以及新型林业经营主体制度安排上的公共物品特性等方面进行新型林业经营主体培育中政府作用的理论分析。以林业合作社为研究对象,从政府资源配置的调节、创新制度的供给、公共服务的提供、运行机制的监管等方面论述政府对林业合作社的扶持和引导作用机理。基于此,提出政府应首先明确职能定位,进而强化示范引导,扩大和完善公共政策供给,通过整合管理职能,引导新型林业经营主体实现规范发展。The new forestry operators cultivation is a innovative solutions to the small-scale plant and low manage- ment performance by the household contract management. Consideration from the vulnerability and the positive externalities of forestry industry, the forestry public goods feature of new management system arrangement, this pa- per analyzes the theory of government＇s roles in the new forestry operator cultivation. It takes the forestry coopera- tives as the research object to analyze the operation mechanism of the government＇s support and guidance of the forestry cooperative. There are four aspects including the regulation of resource allocation, supply of innovation re- gime, public services, supervision of the operating mechanism. In addition, it puts forward the government should first clear functional orientation of government, and strengthen the demonstration guidance, expand and improve the supply of public policy and guide the new forestry operators to realize specification development by integrating management function to the lead department.
