摘　　要：MRV(监测、报告和核查)体系是碳交易市场的基石,能够为企业和政府提供数据基础、政策支撑、公信力保障、碳管理、监管等作用。发达国家已经建立起较为完善的MRV体系,对我国碳交易试点建设及全国碳市场的构建具有重要的借鉴意义。通过系统分析欧盟、美国、日本等发达国家MRV体系的构架组成、实施流程及经验做法等,总结出成熟碳市场中MRV体系的基本要素及主要内容。以天津市作为案例,重点介绍天津市在碳交易试点运行期间的MRV体系构成和分行业核算方法学的组成。通过总结对比,结合目前天津市的实际操作情况,针对存在的问题与不足,从企业监测能力建设、质量控制、第三方机构监管等方面提出针对性的对策建议。MRV（ Monitoring, Reporting and Verification） system is the foundation of carbon trading market, it can serve to provide for enterprises and the government data basis, policy support, public credibility guarantee, carbon management, supervision and so on. The developed countries have already established a relatively perfect MRV system, which can suggest vital lessons for the national carbon trading pilot development and carbon market construction across the country. By systematically analyzing the construction, implementation process, experience and practices etc. of MRV system in developed countries, for example, the European Union, America, Japan,etc. , we can summarize the main elements and contents of MRV system in a mature carbon market. Take Tianjin as example, this passage gives a priority introduction to the MRV system construction of Tianjin during operation of carbon trading pilot and composition of industry-classified accounting methodology. Through summary and comparison, connecting with the actual operation of Tianjin now and aiming at existing problems and disadvantages, this passage gives targeted solutions and suggestions in terms of enterprise monitoring capacity construction, quality control and supervision by third party etc.
