文化规划的发展成效、模式分析与经验启示——以英国为例

摘　　要：文化作为反映城市鲜明特色和独特个性以及提高城市辨识度的核心要素,是城市化进程中必须高度关注的重要方面。如何有效保护和传承各类文化资源,保持城市独特的结构特征和个性魅力,应对"千城一面"、城市衰落等"城市病",一直是社会各界关注的焦点。文化规划与城市规划的文化转向相适应,从产业效应、空间效应两方面推动城市产业结构转型升级、创新发展,为文化创意产业发展和创意城市建设提供动力,有效应对了城市衰落带来的危机。英国的文化规划发展模式在开展城市研究、推进城市更新、创新规划方法、整合发展要素、兼顾保护与开发等方面积累了丰富的经验,对我国城市转型升级具有启示和借鉴意义。As a reflection of urban culture distinctive characteristics and unique personality and improve core elements,recognizable city is an important aspect of the process of urbanization must be highly concerned. How to effectively protect and pass on all kinds of cultural resources to maintain the city ＇s unique structural features and charismatic personality,to deal with ＂thousands of cities similar＂,urban decay and other ＂urban problems＂,has been the focus of public attention. Cultural planning adapts the cultural turn of urban planning,from the industrial effect,spatial effect of both cities to promote industrial restructuring and upgrading,innovation and development,provide the impetus for the development of creative industries and creative urban construction,to effectively deal with the crisis caused by the decline of the city. British cultural planning and development model in the implementation of urban studies,promote urban renewal,innovative planning methods,integration and development factors,taking into account the protection and development,has accumulated a wealth of experience in the transformation and upgrading of urban inspiration and reference.
